Experiment on Testing Entry and Exit Rules and Conditions for Foreign Citizens and Stateless Persons in the Russian Federation
Starting December 1, 2024, Russia launched a special experiment that changes the rules for entry and exit for foreign citizens. Think of it as a big test of new procedures to better control who enters and leaves the country.
What is this experiment?
The experiment to test new entry and exit rules in Russia is a large-scale initiative launched by the Russian Government in December 2024 to pilot updated procedures for foreign citizens and stateless persons. Unlike standard requirements, the experiment introduces additional steps of control and digitalization that were not previously included in federal law.
The main goal of the experiment is to create a digital profile for every foreigner entering Russia. This profile brings together personal, biometric, and migration data in a unified information system, making it easier to access public services and increasing the transparency of migration flows.
Two Phases of the Experiment
The experiment takes place in two phases with different rules:
Phase | Period | Where | Main Requirements |
---|---|---|---|
Phase One | Dec 1, 2024 – Jun 30, 2026 | Moscow airports (Sheremetyevo, Domodedovo, Vnukovo), Zhukovsky, Mashtakovo border post | Biometric data collection (face photo and fingerprints) |
Phase Two | Jun 30, 2025 – Jun 30, 2026 | All border checkpoints in Russia | Submit electronic application 72 hours before entry |
Phase One
In the first phase, at certain airports, foreigners will have to provide biometric data:
- Face photo
- Fingerprints
Phase Two
Starting from phase two (June 30, 2025), at all border checkpoints foreigners must:
- Register in advance in the special RuID app
- Submit an electronic application at least 72 hours before arrival
- In emergency cases, submit an application at least 4 hours before arrival

Who must participate in the experiment?
The experiment is mandatory for all foreign citizens crossing the Russian border during the specified periods.
Who is NOT required to participate:
- Citizens of the Republic of Belarus
- Diplomats and their families
- Embassy and consulate staff
- Employees of international organizations
- Holders of diplomatic passports
- Children under 6 years old
What is a digital profile?
A digital profile for a foreign citizen is an electronic database that contains:
- Personal information
- Border crossing data
- Biometric data (if collected)
- Information about trips to Russia
This profile helps foreigners receive public services faster and check in advance for any possible entry restrictions.
How does it help?
The new system benefits both foreigners and Russia:
For foreign citizens:
- Fast access to public services
- Advance notice about any entry bans
- Electronic border crossing documents
For Russia:
- Better migration control
- Enhanced security
- Simplified control procedures
Key Dates
2024
- December 1 — Start of the first phase
2025
- June 30 — Start of the second phase at all checkpoints
2026

Conclusion
The experiment with new entry and exit rules is an important step toward a modern and secure Russian border control system. While the new requirements may seem complicated, they are designed to make travel to Russia easier and safer for everyone.
Remember: The visa process for Russia remains the same. The new rules only affect additional procedures at the border.
