Who Must Register Their Trip to Russia on State Services
Starting June 30, 2025, new rules for foreign citizens came into force in the Russian Federation. Now, many foreign nationals are required to pre-register their trip using a special app. Let’s break down who is required to complete this procedure and who is not.
Changes Effective June 30, 2025
- Foreigners from visa-free countries must notify about their trip in advance via the “Gosuslugi RuID” app.
- After registration, you will receive a QR code that must be shown at the border.
- Registration is required at least 72 hours before entering Russia.
- In emergencies (illness, death of a relative), an application can be submitted 4 hours before arrival.
Who Needs to Register
Special Attention: Citizens of CIS Countries
Starting June 30, 2025, mandatory pre-registration through the “Gosuslugi RuID” app is required for everyone entering Russia under a visa-free regime, including most CIS countries. This rule applies to citizens of:
- Azerbaijan
- Armenia
- Kazakhstan
- Kyrgyzstan
- Moldova
- Tajikistan
- Uzbekistan
- Ukraine
- Georgia
The only exception is Belarus — citizens of Belarus do not need to register.
Registration is Also Required For:
- Tourists from countries that have agreements with Russia for visa-free group travel.
- Legal representatives of minors or incapacitated persons from the above countries, if they are also traveling to Russia.
Who Does NOT Need to Register
- Citizens of Belarus.
- Children under 6 years old.
- Diplomats and their family members.
- Anyone entering with a visa, temporary residence permit, or permanent residence permit.

How to Register
Important to Remember
- Without registration and a QR code, entry to Russia will not be possible for most foreigners from visa-free countries, including CIS citizens (except Belarus).
- If 90 days have passed since submitting your application and you have not entered Russia, you must register again.
- Biometric data (photo and fingerprints) are also collected at the border.
