Entry to Russia Only After Registration on GOSUSLUGI
Starting June 30, 2025, entry rules for Russia will change dramatically. All foreign nationals arriving in the Russian Federation under the visa-free regime will now have to register in advance through a special app and receive a QR code. Without this code, you simply won’t be allowed into the country. These requirements will especially affect citizens of post-Soviet countries who frequently visit Russia visa-free.
The main goal of this initiative is to “increase migration security and prevent entry into Russia by individuals with altered or fake personal data.” Collecting biometrics helps block criminals from entering the country using fake documents.
What Will Change from June 30, 2025
The main change is mandatory digital registration at least 72 hours before arriving in Russia. This means you can’t just show up at the border with your passport anymore. Now, all foreign citizens entering Russia visa-free must register in advance through the special “Gosuslugi RuID” app and receive a QR code.

Key Points and Restrictions
QR Code Validity
The entry QR code for Russia is valid strictly for 90 days from the date of issue. This period is set by Russian authorities as a compromise between traveler convenience and security needs. If you receive a QR code but do not use it within 90 days, it will be automatically canceled. After that, to enter Russia you must submit a new application via the Gosuslugi RuID app and go through the digital registration process again.
Entry Guarantees
Attention: A QR code does NOT guarantee 100% entry into Russia. The final decision is always made by border officials.
Possible Reasons for Refusal
You may be denied entry if:
- You do not have a QR code
- Your biometric data does not match
- You are listed as an undesirable person
- You have previously violated public order in Russia
New Stay Rules
Additionally, starting in 2025, visa-free foreigners can stay in Russia for no more than 90 days per year, not 180 days as before.
Emergency Situations
In the case of death or serious illness of a close relative, you can submit your application through Gosuslugi RuID just 4 hours before entry.
Checking Your Status in Advance
With the app, you can check in advance if you are banned from entering Russia. Previously, people only found out about bans at the border, resulting in wasted time and money.
Remember: Without prior registration in “Gosuslugi RuID” and obtaining a QR code, entry to Russia will not be possible starting June 30, 2025. Plan your trip ahead and apply at least 3 days before your travel date.
