Since September 1, 2025, Russia has changed the rules for obtaining a work patent . Now the patent must specify a profession, and the document can be valid in several regions at once. Why Profession Specification Was Introduced
Previously, a patent allowed working in any specialty — it was enough to indicate “general worker” and get any position. This caused problems:
- The state could not control migrants’ actual employment.
- Employers registered employees for positions that didn’t match their qualifications.
- Workers were unprotected — in disputes, it was hard to prove what job a person actually did.
Since 2025, the profession is specified in the patent and must match the position in the employment contract. The list of professions is approved by the Ministry of Labor and updated annually.
How to Choose the Right Profession
When applying for a patent, you choose a specialty from the list approved by the Ministry of Labor. The list includes over 500 professions — from construction workers and drivers to cooks and welders.

Cross-Regional Validity of Patent
Before 2025, a patent was valid strictly in one region. Now a system of cross-regional agreements has been introduced — a patent can be valid in two or more regions of the Russian Federation simultaneously.
Active cross-regional pairs:
- Moscow + Moscow Region — a patent issued in Moscow is valid in MO, and vice versa.
- Saint Petersburg + Leningrad Region — same scheme.
- Other regions — the list is expanding; check with your local MVD office.
A cross-regional patent is convenient for those who live in one region and work in a neighboring one. The patent cost is calculated at the rate of the region where it was issued.
Important: the profession in a cross-regional patent stays the same. If in Moscow you registered a patent as a “construction worker,” in Moscow Region you can also only work as a construction worker.
Consequences of Rule Violations
Mismatch between the profession in the patent and actual work is one of the most common violations. The consequences are serious:

In Moscow, Saint Petersburg, Moscow and Leningrad regions, fines are higher — from 5,000 to 7,000 rubles for the worker and from 400,000 to 1,000,000 rubles for the employer.

How to Get a Patent with Profession: Step by Step
- Enter Russia and register for migration record within 7 days.
- Submit application for a patent to the territorial MVD office within 30 days of entry.
- Choose a profession from the Ministry of Labor’s approved list. Agree with your future employer.
