How to Renew a Work Patent in Russia: Deadlines, Payments and Documents

Renewing a work patent in Russia has two parts: pay the fixed advance personal income tax (NDFL) payment before the start of each paid month to keep the current patent alive, and submit a reissue package to the Ministry of Internal Affairs (MVD) no later than 10 working days before the 12-month term ends to get a new patent without leaving Russia. Renewal or Reissue: What Is the Difference

In everyday speech both procedures are called “patent renewal”, but legally they are different actions under 115-FZ, art. 13.3 :

A patent lives on a chain: payment → validity → payment. The full cycle looks like: get the patent → up to 12 advance payments → reissue → new patent → again 12 payments. The number of reissue cycles is not limited by law.

Part 1. Renewal by Monthly Payments (Months 1–12)

For the first year, “renewal” means only one thing: paying on time. No MVD visit is needed after each payment.

Step 1. Fix Your Payment Date

Take the issue date on the patent card. The paid period runs month to month from that date. If the patent was issued on March 15, each following month must be paid by April 15, May 15, and so on.

Step 2. Check the Amount for Your Region

The payment is set by the Tax Code of the Russian Federation (art. 227.1) as 1,200 ₽ × federal deflator coefficient × regional coefficient, so the amount differs by region and changes every year. Typical 2026 ranges:

Step 3. Pay Correctly

1. Pay before the first day of the paid period, ideally 3–5 days in advance.
2. Check the details: KBK 182 1 01 02040 01 1000 110, correct OKTMO for your patent region, and your full name exactly as in the patent.
3. Pay for one month at a time or for several months ahead within the 12-month limit.
4. Save every receipt: photo in your phone plus paper copies. Receipts are the proof of continuous payment at reissue.

Step 4. Keep the Employer Notifications Current

If a Payment Is Late

A gap of even one day cancels the patent automatically. This is not a fine you can pay off — the document stops being valid:

• stop working immediately and do not sign new contracts under this patent;
• check the paid period against your receipts; if a payment was sent but is not showing, follow payment not found before concluding the patent is lost;
• ask the MVD or the migration center to confirm the patent status in writing;

Part 2. Reissue for a New Term (Before Month 12 Ends)

Reissue is a new patent issued because the old one reached its maximum 12-month term. It is only possible inside Russia and only if the old patent was paid without gaps (p. 9 art. 13.3 of 115-FZ).

Conditions for Reissue

All conditions must be met at the same time:

• all advance payments under the current patent are made without a single day’s gap;
• you have a valid employment or civil-law contract;
• the employer is ready to file a petition for reissue;
• you apply to the same MVD office that issued the current patent;
• you are legally present in Russia.

If at least one fails, reissue is refused — and if the term runs out before you fix it, the patent dies with it.

The Employer’s Petition

The petition is the most common point of failure. It is written by the employer — head of a company, sole proprietor or private individual hiring you — and it must state: employer details (name, TIN, OGRN, address), your full name, date of birth, citizenship and passport details, your profession, and the region where you will work.

Reissue is refused when the petition contains:

• a company name that differs from the employment contract;
• a profession different from the one in the patent and contract;
• the wrong region — for example Moscow instead of Moscow Region: these are different subjects of the Russian Federation.

Paying the State Duty and the First Advance

The state duty for issuing the patent is 4,200 ₽ (NK RF, art. 333.28 ). Pay it, plus the first advance payment for the new patent at the current regional rate, and keep both receipts for the package. After reissue the payment calendar starts again from the new issue date.

After Reissue: Actions in the First Week

1. Compare the new card with the contract: name spelling, profession, region.
2. Hand a copy of the new patent and the contract amendments to the employer.
3. Transfer the payment calendar to the new issue date and pay the next month on time.
4. Archive the old patent and all old receipts — they may be needed for future checks.
5. If you receive your salary to a card, keep the bank account details matching your legal status.

Reasons Renewal Fails

Renewal in a New Region or New Job

A patent is valid only in the region where it was issued and only for the profession stated in it. Reissue keeps the same region and profession.

Plan this before the reissue, not after: reissuing with the wrong region or profession on the petition wastes the 10-working-day window.

If the 12-Month Term Has Already Passed

If the term ended and documents were not submitted in time, reissue is no longer possible — the law provides no exceptions. The only route back:

1. Leave Russia.
2. Re-enter with a new migration card with the purpose “work”.
3. Apply for a new patent from scratch: medical checks, exam, first payment, all documents.
