Replacing a Foreigner’s Documents in Russia
If a foreigner has lost their passport, migration card, patent, RVP, VNG, or discovered an error in their name, the main thing is not to try to “simply wait for the check.” You need to quickly understand which document is problematic, what risks arise, and whom to notify.
This guide does not promise a universal restoration timeline: the procedure depends on the document, region, status, and citizenship. But it will help gather the initial steps, preserve evidence, and not worsen the situation for work, study, housing, and medical care.
| Document or Problem | Main Risk | Where to Contact First |
|---|---|---|
| Lost passport | No primary identity document, problems with residence and departure | Police, consulate of your country |
| Lost migration card | Difficulties with registration, extending stay, and checks | Territorial body of the Ministry of Internal Affairs at your location |
| Lost patent | Risk to the right to work | Employer, migration center/Ministry of Internal Affairs, check payment status |
| Passport replaced | Old data remains in Russian documents and databases | Ministry of Internal Affairs/status authority, employer, bank, insurance company |
| Error in name or date of birth | Documents may not match each other | The authority that made the error, plus the host party |
| Problem with RVP or VNG | Risk to residence status | Ministry of Internal Affairs or Gosuslugi service according to the relevant procedure |
First Steps Within the First 24–72 Hours
| Step | What to Do | Why |
|---|---|---|
| 1 | Document the problem: photos, copies, circumstances | It will be easier to explain the situation to authorities, the employer, and the clinic later |
| 2 | Find all copies of documents | Copies will help the consulate, Ministry of Internal Affairs, employer, and insurance company |
| 3 | Contact the place where the specific document is issued | Each document has its own restoration procedure |
| 4 | Notify those who need the document now | Employer, university, landlord, insurance company, bank |
| 5 | Do not make legal promises to yourself | Late payment, a new passport, or an application do not always automatically fix the problem |
If there is a risk of a check, working without confirmed permission, or leaving Russia, do not delay consulting. The sooner applications and confirmations are gathered, the easier it is to explain the situation.
If the Passport is Lost
A foreigner’s passport is not restored by a Russian clinic, bank, or employer, but by the competent authorities of the country of citizenship. In Russia, it is usually necessary to document the loss, contact the police for confirmation of the application, and contact the consulate of your country.
While you don’t have the passport yet, keep copies, the notification receipt or certificate, correspondence with the consulate, and appointment documents. Clarify with the consulate whether a temporary document, a new passport, or a return document will be issued. Do not promise the employer or landlord an exact date if the consulate has not confirmed it.
If a migration card is lost
The migration card is linked to entry and migration registration. Official explanations from consular offices state that if a migration card is lost or damaged, the foreign citizen must report this to the territorial office of the Ministry of Internal Affairs at their location within a short period. It is best to clarify the specific procedure and required documents at the place of application.
Take your passport, copies of the card if available, registration, documents from the host party, and confirmation of the circumstances of the loss. After receiving a duplicate or confirmation, check whether you need to update your migration registration.
If a passport is replaced
A new passport does not automatically update all Russian documents. Check where the old number is indicated: migration registration, work patent, temporary residence permit (RVP), residence permit (VNZh), compulsory medical insurance (OMS), voluntary medical insurance (DMS), bank, employment contract, university, rental agreement, personal accounts.
If you have an RVP or VNZh, study the official procedure for replacement or data entry. For translating the new passport, use the guide Document Translation and Notarization .
If there is a problem with the work patent
The work patent is linked to the right to work, so do not hide the problem from the employer. If the patent is lost, damaged, the data does not match, or the passport has changed, the employer must understand whether you can be allowed to work.
Gather copies of the patent, payment receipts, employment contract, new passport, and confirmation of applications. For the general procedure regarding the patent, see the article Work Patent in Russia , and for payment control — in Patent Payment .
If there is an RVP or VNZh
With an RVP or VNZh, not only the document itself is important, but also the data on which it is based. Gosuslugi separately describe actions in case of loss of an RVP or replacement of a passport, as well as replacement of a VNZh. Do not transfer old data “from memory”: use the official procedure and keep confirmation of the application.
If you have a VNZh, also check the practical consequences in the article Rights with a Residence Permit . If the address changes, do not forget about Migration Registration .
If there is an error in the name, date, or number
First, find the source of the error: passport, translation, migration card, registration, work patent, insurance policy, contract, employer’s database, or clinic’s records. You need to correct the source, not just the last document where the error appeared.
If the error interferes with work, medical care, or banking operations, ask the organization to specify in writing which data do not match. This will help explain the problem to the authority responsible for correcting the document.
If the Employer Requires a Document
The employer is responsible for allowing a foreign national to work, so their interest in documents is understandable. However, it is better to provide copies and confirmations of requests rather than originals unnecessarily. If the right to work is in question, the employer may temporarily suspend access pending verification.
Do not promise “I’ll fix everything tomorrow” if the procedure depends on the MIA or consulate. Provide facts: what was lost, where you applied, what confirmations you have, and when the next appointment is.
Who to Notify After Passport Replacement
| Who to Notify | Why It’s Important | What to Provide |
|---|---|---|
| MIA/status authority | Temporary/permanent residence permits and migration data are linked to the passport | New passport, translation, application per procedure |
| Employer | Right to work and personnel documents need verification | Passport copy, translation, confirmation of request |
| Bank | The old passport may be in the client’s application form | New passport and translation if necessary |
| OMS/DMS insurance | The policy and clinic must see correct data | New passport, policy, application for correction |
| University/landlord/host party | Records, contracts, and passes depend on the document | Copy of the new document and confirmation of changes |
Example Situation
A foreign national lost their passport and migration card. They first take photos of all remaining documents and look for copies. Then they report the passport loss to the police, schedule an appointment at the consulate, and notify the host party. Regarding the migration card, they clarify the procedure at the territorial MIA office. They send the employer not a promise, but copies of request confirmations and ask to temporarily agree on further actions.

FAQ
Can you live in Russia without a passport if it’s lost?
Losing a passport creates serious risks. You need to document the loss, contact your country’s consulate, and keep records of your communications. Do not consider a copy a full replacement for a passport.
What to do if the migration card is lost?
Contact the territorial office of the MVD at your location and clarify the procedure for restoration or obtaining a duplicate. Bring your passport, copies of the card if available, and migration registration documents.
Do I need to inform my employer about the loss of a patent or passport?
Yes, if the document affects your right to work or personnel data. The employer needs to understand whether you can be allowed to work.
Is a new passport translation required after replacement?
Often yes, because the old translation pertains to the old passport. Before the procedure, clarify the requirements with the relevant authority or organization.
What to do if data in different documents differs?
Identify the source of the error and correct it. Keep written explanations from the organizations where the discrepancy was found.
Can you leave Russia without a migration card?
