How to check if a foreign citizen is in the controlled persons registry

The controlled persons registry (CPR) is a database maintained by the Russian Ministry of Internal Affairs (MVD) that includes foreign citizens who pose a security threat or have violated migration laws. Signs that you may be in the registry

Foreigners usually do not receive direct notification of being added to the CPR. You can suspect it based on indirect signs:

  • Entry to Russia denied without explanation
  • Visa or work patent cancelled
  • Refusal to extend temporary residence permit (RVP) or residence permit (VNZh)

  • Last name and first name (in Latin transliteration)
  • Date of birth

Go to the MVD website in the “Services” section → “Check for grounds for entry denial”. Fill out the form and submit. The response comes within a few minutes but is for reference only and is not an official document.

In-person application to the MVD

The most reliable way is to submit a written application to the territorial MVD migration division.

What you need:

  1. Write a free-form application requesting information about your presence in the CPR
  2. Attach a copy of your passport (all pages with data)
  3. Submit in person or through a representative with a notarized power of attorney

Processing time is up to 30 days. The response comes in written form and is an official document.

Through the Gosuslugi portal

If you have a verified account on Gosuslugi, you can submit an electronic application:

  1. Log in to gosuslugi.ru
  2. Find the service “Controlled persons registry check”
  3. Fill out the form and submit
  4. The response will arrive in your personal account within 30 days

Through a representative or lawyer

If you are outside Russia, you can submit a request through:

  • A trusted person with a notarized power of attorney

  1. Find out the reason for inclusion — request the motivated decision from the MVD about your inclusion in the CPR

How often is the registry updated?

The registry is updated as MVD decisions are made. If you have been removed from the registry, changes are reflected within 10 business days.

Can an employer check if an employee is in the registry?

No. Information from the CPR is provided only to the person themselves or their authorized representative. An employer may learn about problems indirectly — when processing a work patent or work permit.

What if I cannot come to Russia for verification?
